The Making Tax Digital (MTD) for Income Tax Self-Assessment (ITSA) initiative has marked a significant transformation in the way individuals, including landlords, must report income and handle their tax responsibilities.

As a part of the Government’s broader strategy, MTD for ITSA aims to boost the UK’s tax system into one of the world’s most technologically advanced frameworks.

Currently, the focus is on individuals and unincorporated entities such as sole traders and partnerships. However, the Government plans to extend a similar MTD framework to limited companies and Corporation Tax in the future.

If your property portfolio and operations are incorporated as a limited company, it is important to start preparing for this upcoming requirement.

The system requires the use of digital software to manage records and send updates to HM Revenue and Customs (HMRC) for Income Tax. This includes providing an end-of-period statement and a final declaration annually.

From 6 April 2026 (or 6 April 2027, depending on your level of income), you will need to implement MTD for ITSA if you meet the following eligibility criteria:

You are registered for Self-Assessment.

You are not exempt.

Your total qualifying income is above £50,000 (or £30,000 post-April 2027).

Your income comes from self-employment, property or both.

From the above, you can see that this requirement varies based on your total qualifying income, including earnings from property.

If you are a landlord, MTD for ITSA introduces significant implications, particularly for those who pay Income Tax through employment and must also declare additional income via ITSA.

This dual reporting obligation increases the complexity of managing your tax affairs, requiring diligent record-keeping and periodic updates to HMRC.

Consulting with an accountant can provide expert guidance and ensure that your tax records and submissions are accurate and compliant with current regulations.

Additionally, an accountant can offer strategic advice on managing your tax liabilities and identifying potential deductions more effectively.

The challenges presented by MTD for ITSA

Landlords will encounter multiple challenges as they adapt to MTD for ITSA.

The shift from paper-based or basic digital records to a fully digital, MTD-compliant software system is significant.

Managing this transaction, along with the usual demands of property management, could significantly increase your workload.

You must familiarise yourself with new systems and processes and may incur hidden expenses, such as system upgrades, investments in compliant software, and potentially, new technology acquisitions.

These investments, both in time and finances, amplify the existing challenges faced by landlords.

How can cloud accounting make MTD for ITSA easier?

For our landlord clients who are concerned about the complexities of MTD for ITSA, we suggest utilising cloud accounting solutions. Here are some key benefits of using cloud accounting software:

Compliance with MTD requirements: Allows you to maintain digital records and manage transactions online, ensuring compliance with MTD mandates.

Access to real-time data: Provides immediate access to up-to-date financial data, crucial for making accurate and timely submissions under MTD for ITSA.

Scalability: Adapts to changes in your portfolio size or diversity, requiring only an initial investment in technology and avoiding repeated costs.

Error reduction: Enhances accuracy by reducing the likelihood of errors, helping to streamline the management of financial records.

Effective financial management: Offers tools that help you manage your finances more efficiently and in real-time, facilitating better decision-making.

Making Tax Digital (MTD) for Income Tax Self-Assessment (ITSA) is a cornerstone of the UK Government’s strategy to modernise tax administration.

The MTD initiative marks a significant departure from traditional paper-based tax returns, ushering in a new era of efficiency and accuracy for small businesses.

While many businesses have already adopted digital tax administration, using the new HM Revenue & Customs (HMRC) app could further streamline the process of ITSA.

Here are some important things you should know about the digital transformation of taxation.

How important is MTD for ITSA?

MTD for ITSA represents a major shift in how businesses manage their tax affairs – regardless of size or sector.

By migrating to a digital-first approach, businesses are not only complying with the latest regulations but also reaping the benefits of a streamlined, more transparent tax reporting process.

The use of digital records and the submission of updates to HMRC through MTD-compatible software offer a real-time view of tax obligations, reducing the likelihood of errors and the stress of year-end tax surprises.

Recent data from HMRC highlights a growing preference for digital solutions in tax management.

The HMRC app, which allows users to manage various tax-related tasks, has seen a surge in usage with payments totalling £121 million since April 2023.

While this app is not exclusively for MTD for ITSA, it signifies a broader trend towards digital tax management.

Why should you use MTD services for ITSA?

Accuracy and efficiency: Digital record-keeping minimises errors and ensures accuracy in tax calculations.

Real-time financial overview: MTD services provide up-to-date financial information, aiding in better business decision-making.

Ease of use: MTD-compatible software simplifies the process of recording and submitting tax information.

Compliance and peace of mind: Adhering to MTD regulations ensures compliance, avoiding potential penalties.

Improved cash flow management: Regular updates on tax liabilities help in better cash flow planning and management.

Seeking guidance from an accountant

Accountancy firms have played a pivotal role in guiding small businesses through the MTD for ITSA transition.

By offering expert advice, assisting in the selection of MTD-compatible software, and providing ongoing support, a qualified accountant can ease the transition for businesses, ensuring a smooth and compliant digital tax journey.

As we embrace the digital future of tax administration, small businesses stand to gain significantly from adopting MTD services for ITSA.

With the ITSA deadline (January 31 2024) fast approaching, now is the time for businesses to adopt MTD and transform their tax management processes.

Accountancy firms, equipped with the proper expertise and tools, are the ideal partners in this journey towards a more efficient, transparent, and compliant tax system.

In December 2022, the timetable for the introduction of Making Tax Digital for Income Tax Self-Assessment (MTD for ITSA) was changed.

The Government declared that instead of launching in 2024, MTD for ITSA would be rolled out in compulsory phases, beginning 6 April 2026.

What is MTD for ITSA?

MTD for ITSA constitutes a part of the wider Making Tax Digital programme spearheaded by HM Revenue & Customs (HMRC).

The initiative obliges individuals, encompassing self-employed individuals and landlords, to keep digital accounts of their earnings and expenditures and utilise compatible software to relay their tax details to HMRC.

This will replace the conventional practice of submitting Self-Assessment tax returns either on paper or via the HMRC website.

What are the phases?

Phase one – Self-employed individuals and landlords with a turnover exceeding £50,000 will be the first to join. HMRC predicts this will include over 700,000 people.

Phase two – Those possessing a turnover above £30,000 must join come April 2027.

Potential third phase – Discussions are presently underway regarding the introduction of MTD for ITSA for those with a turnover under £30,000, a category believed to compromise around 2.6 million taxpayers.

How to get started with MTD for ITSA

As MTD for ITSA becomes an integral part of the UK’s tax system, it is crucial to understand how to transition to this new digital approach.

Here are some fundamental steps to help you adapt to the changes:

Assess your eligibility – Verify your financial standing to determine which phase of the MTD for ITSA rollout applies to you. Review the turnover thresholds mentioned above to ascertain when you will need to make the switch.

Choose compatible software – Investigate and select a software solution that is compatible with MTD for ITSA. Many software providers have developed tools specifically to work with HMRC’s system. Ensure that the chosen platform complies with the standards set by HMRC.

Maintain digital records – Begin to keep your income and expenditure records digitally if you haven’t already. Digitalisation doesn’t merely mean using spreadsheets. It may involve utilising advanced accounting software, which can make the record-keeping process more streamlined and efficient.

Consult with professionals if needed – If you find the process confusing or challenging, don’t hesitate to seek professional advice. Accountants who are familiar with the MTD initiative can offer valuable guidance and assistance.

Monitor for updates and changes – Stay informed about ongoing discussions and future alterations to MTD for ITSA, especially if you fall into a category where regulations might still be ongoing, such as those with a turnover under £30,000.

Prepare for the transition – Even if the mandatory phase for your business is still some years away, it is advisable to start planning now. Familiarise yourself with the requirements, train your team if necessary and consider a trial run of the new system.

Transitioning to MTD for ITSA may seem daunting, but with proper planning and adherence to the guidelines, the switch can be smooth and advantageous.

Embracing this digital transformation not only ensures compliance with the law but also offers an opportunity to enhance the efficiency and accuracy of your financial management.

In an announcement from the Government, it has been confirmed that there will be a two-year delay and further changes to the implementation of Making Tax Digital (MTD) for Income Tax initiative.

The delay means that MTD for Income Tax Self-Assessment (ITSA) will now be phased in from April 2026 for a smaller number of businesses instead of the initial planned launch of April 2024.

This will give sole traders, self-employed workers and landlords more time to prepare for these changes.

What is changing?

From the new start date, instead of MTD for ITSA applying to all self-employed workers and landlords with property and/or business income of more than £10,000, it will now only apply to those with income exceeding £50,000.

As per the original plan, they will have to keep digital records and provide quarterly updates on their income and expenditure to HMRC through MTD-compatible software.

Those with an income of between £30,000 and £50,000 will also need to comply with this from April 2027. However, all taxpayers will be able to join voluntarily beforehand if they wish to eliminate common errors and save time managing their tax affairs.

What about smaller businesses?

A review of the needs of smaller businesses has also been announced, especially those under the £30,000 income threshold.

The review will consider how MTD for ITSA can be shaped to meet their requirements and the best way for them to fulfil their Income Tax obligations. It will also inform the approach for any further rollout of MTD for ITSA after April 2027.

MTD for ITSA will not be extended to general partnerships in 2025, as previously announced. However, the Government says it “remains committed to introducing MTD for ITSA to partnerships in line with its vision set out in the Tax Administration Strategy”.

Why has the implementation of MTD for ITSA been delayed?

The announcement comes days after a recent survey found a huge majority of Chartered Institute of Taxation (CIOT) and Association of Taxation Technicians (ATT) members said it cannot be successfully introduced in its current form on 6 April 2024.

The joint CIOT and ATT survey found 97 per cent of the 322 professionals questioned said the top three reasons for concern about the digital project are:

Taxpayer awareness: 94 per cent believe this is a problem

Taxpayers’ ability to comply: 94 per cent are concerned

Cost burden on clients: 92 per cent are worried about this and 83 per cent are concerned they won’t be able to charge for all their professional time in dealing with MTD ITSA

You must use software that works with Making Tax Digital for Income Tax, which will allow you to:

Create and store digital records of each of your business transactions

Send updates of the totals of your business income and expenses every quarter

Confirm end-of-period statements

The Government have said they understand that many self-employed individuals and landlords are facing a difficult economic environment and that this transition to MTD for ITSA will be a significant change for many so have chosen to delay it for these reasons.

Cloud accounting software helps businesses save substantial time and money, a major study has revealed.
The finding forms part of new research examining the impact of Making Tax Digital (MTD) for VAT in the workplace.
Launched in April 2019, the digital accounting scheme significantly changed the way businesses were required to account for VAT. This includes using MTD-compliant cloud accounting software – such as Xero or QuickBooks – to keep VAT records and submit VAT returns digitally.
But the study, published by HM Revenue & Customs (HMRC), reveals that fully compliant software offers many more benefits than just those helping businesses meet their legal obligations.
According to the report, firms who use cloud accounting software are:

more likely to report that the benefits of doing so “outweigh” the initial investment or ongoing costs

are “more confident” in getting tax right; and

are more likely to report a reduction in time spent checking submissions.

And while seven in 10 (69 per cent) businesses reported “at least one benefit” from using MTD, businesses who use fully compatible software are more likely to experience multiple benefits.
This includes “submitting VAT returns faster”, “spending less time on record keeping”, “becoming more confident with technology”, and “reducing the potential for mistakes in VAT returns”.
The report comes ahead of the expansion of MTD in April 2022, making MTD for VAT compulsory for all VAT-registered businesses, regardless of income.
This will be followed by MTD for Income Tax in April 2023 and MTD for Corporation Tax in April 2024.

Many aspects of people’s individual and work-lives were on hold in the first half of 2020, due to the coronavirus pandemic – and the implementation of Making Tax Digital (MTD) was no exception.
MTD is a focal part of the Government’s plan to make it easier for businesses and individuals to ensure they keep on top of their affairs and avoid mistakes.
With the pandemic-related delays causing many to complete their tax returns incorrectly and past the deadlines, it prompted the Government to take a ‘dash for digital’ approach to the tax system.
During the lockdowns, when the Government prohibited in-store shopping, many consumers shopped online. This shift meant many digital systems developed remarkably.
In July 2020, the Government announced it would restart the MTD programme and released a timetable showcasing when MTD would begin for income tax. The proposed implementation date is April 2023.
Many tax experts welcomed this news, and the Institute of Chartered Accountants in England and Wales (ICAEW) warned that despite the need to make MTD a reality, it is vital not to rush the digital agenda.
The ICAEW states that for MTD to be successful, “we need to design systems that work for taxpayers and their agents. We also need to ensure that systems are fully tested before they go live.
“The introduction of the capital gains tax 30-day reporting and payment system has been a salutary lesson in what can still go wrong when you design digital tax systems.”

Businesses who have deferred VAT payments until the end of June 2020 should continue to file Making Tax Digital (MTD) returns as normal, the regulator has confirmed.
The guidance comes after the Government announced that all businesses severely affected by Covid-19 could defer VAT payments for up to three months to ease cash flow worries.
Commenting on the scheme, HM Revenue & Customs (HMRC) said businesses who pay via direct debit should cancel so that payment cannot be collected, but VAT-registered businesses should continue to file VAT returns as usual.
The updated VAT Notice 700/22: Making Tax Digital for VAT sets out the steps required to defer VAT payments for up to three months while still maintaining compliance with MTD regulations.
The notice comes after the regulator officially delayed the requirement to implement MTD “digital links” until 01 April 2021. Businesses and charitable organisations were initially required to implement “digital links” by 01 April 2020. A digital link is defined as the automated, electronic transfer of data between software programs, products or applications. This specifically excludes the “cutting and pasting” of data into digital accounting software.
Commenting on the move, a spokesperson said: “We understand that the impact of Covid-19 is creating extremely difficult times for all, and we are committed to helping in every way possible all those businesses facing unprecedented challenges.
“Therefore, we are providing all MTD businesses with more time to put in place digital links between all parts of their functional compatible software. This means that all businesses now have until their first VAT return period starting on or after 01 April 2021 to put digital links in place.”
